The good ones are, and the way to tell is what they are willing to say plainly: whether they are a law firm, what they charge in total, what they will not do, and what happens to your data. Vagueness on any of those is the warning sign, not the fact that a service operates online at all.

A worked example of what safe looks like
Priya chooses her LPA on 3 March in under a minute, with no account created yet. She reads the pricing and sees £49 per LPA, £79 for both, with the OPG's £92 registration fee shown separately rather than folded into a vague total. She creates an account, answers the property and financial affairs questions over two sessions on 4 and 6 March, and pays by card through our payment provider rather than emailing bank details to anyone. Nothing in that process asked her to sign anything on screen, and nothing promised her application could not be rejected — both would have been warning signs if it had.
Signing order and witnessing still apply, whoever you use
A safe service does not change the legal signing requirements, it explains them clearly. The donor signs first, witnessed by an independent adult who is not an attorney. The certificate provider signs next, confirming the donor's capacity and understanding. The attorneys sign last, each witnessed separately. A safe provider gives you this order in writing, names who signs where, and does not suggest any part of it can be done electronically.

- Every signature is dated, in the sequence the signing took place
Mistakes an unsafe or careless service lets through
- Signatures dated out of order, which the OPG treats as invalid execution
- A certificate provider who does not meet the eligibility rules, such as a close relative
- Missing continuation sheets where an attorney's address does not fit the form
- People to notify left off the LP3 where they should have been included
- A total cost that was not clear until after payment

Checking for common completion errors reduces the chance of rejection. It is not the same as a guarantee, and no legitimate service should claim otherwise.
