The short answer

The Office of the Public Guardian charges £82 to register each LPA, so £164 for a pair. If your gross annual income is under £12,000 you can apply for 50% remission, and if you receive certain means-tested benefits you can apply for a full exemption and pay nothing. Remission and exemption are claimed on form LPA120 when the LPA is sent for registration.

Universal Credit is not on the OPG's exemption list on its own. If you receive it, the income test is the route to check — under £12,000 gross gives 50% remission.

How to claim

Complete the LPA itself and have it signed in the correct order.
Complete form LPA120 (fee remission or exemption) — one per LPA, signed by the donor or attorney.
Attach evidence: a benefit award letter dated within the last three months, or a P60, payslips or pension statements for the income test.
Send everything to the OPG together. Do not send a cheque if you are claiming exemption.

If you pay the fee and later find you qualified, you can ask the OPG for a refund, though it is far simpler to claim at the outset.

Is the £82 charged per person or per document?

Per document. A couple each making two LPAs is four registrations, so £328 at the standard rate.

Does the fee change if the LPA is rejected?
